Well no matter whether you go new pc or upgrade your pc you will need a new power supply. Not enough watts and no where near enough amps

Not only watts but amps. The video card draws most power on the 12v which you only have 8amps. ATI Radeon™ HD 3800 Series - System Requirements . That doesnt say how many amps you need but i would assume around 24 would be required

I doubt very much that the 3850 will draw as much as 24 amps.. that's a HUGE draw on any PSU, which is an amount almost no PSU is capable of delivering on a single line.
The power requirements for AGP & PCI-x cards is different, as they aren't quite the same, power-output wise (the AGP model is slightly less powerful).
That said, almost any higher spec card will fail to run with that PSU, that's for sure
You could get a Zalman ZM600HP/ZM750HP (600w/750w), which will transfer nicely to anything you upgrade to later on. These PSUs will add about $160-$220 to the price tag of the 3850.
If, however, you want to 'future-proof' a bit better, then the suggestion of a new system is the way to go (new case/mobo/RAM/cpu & hsf/PSU/Windows (or whatever your flavour of OS you prefer)), but you should be able to hang on to your drives![]()
Lol the 24 was a random number the number i was meant to type was 20. And thats not the draw of the card its just the recommended minimum for the psu.
