Video editing

hi,
Can anyone recommend a video editing program that will boost the volume of some MPEG2 videos? I have a few that are fairly quiet and have to have the amp up over half to get any sort of sound...

I'm not looking to edit the video content, just the audio.
most of the files are MPEG2 through a TVtuner card.

mac - final cut (version depends on your os)
PC - premier
