I was talking with the local performance shop about a getting an OTRCAI. He said they are excellent for flow, but you need to service them every 1,000 km. Is this true, how often does every one service their OTRCAI?

I dont run OTR but every 1,000km sounds a bit excessive. Depends what sort of environment you are driving it though, if your driving down dirt roads then yes you prob would. Otherwise 5-10,000km would be ok.
No, an OTR is far more exposed so will need cleaning more often than an 'enclosed' filter
I recently cleaned my growler and it wasnt that dirty. I cant imagine the previous owner did it, so I'm guessing around 20,000kms since it was new.

Depends where you live/drive. When I had an OTR on (Orssom), living in the country I was picking up a heap of bugs. I was cleaning the K&N filter in the OTR approx every 750-1000km. Some people may think that's excessive but why have a dirty air filter when you don't have to? It takes all of 10min to clean and re-oil an OTR filter.
I pop the bonnet every now and then and if its dirty, i just blow some air through it, Maybe once a month?
I take the filter out maybe monthly and give it a tap to get rid of the loose crap and give it a clean and oil every 5000k's.
