You could go for the car parks around Fishing Boat Harbour in Freo or the spots along the coast between Scarborough and Marangaroo... all depends on where you want to drive to. Plus some car parks around South Perth near the Swan River for the city as a backdrop not to mention Kings Park, the issue would really be how busy these spots can be.
