photohop elements 8 how do i do mags and wat-not

as the title sugests just got photoshop how do i do mags and change colour??

Other than that, if you want a different tinge eg. light gold etc etc you can go....

Image > Adjustments > Photo filter & there are some different shades and you can select your own colours....
