Ok everyone is saying something should be done about hoon driving like opening a track etc.... but do u really think that will work? or what other solution do you think there is?

I don't think it will work, I think it's just an excuse track advocates use to support their cause.
We have plenty of tracks in NSW, we still have plenty of hoons. In my experience street races in Australia aren't planned events - they aren't like you see in Fast and Furious where people block off a street and run drags - they are impulsive on-the-spot decisions. Eg. Bobby Boostalot in his hotted up R33 pulls up next to Roger Revvhead in his pimped out VX, testosterone gets the better of them and there's your race. Like hell they are going to have the conversation:
Bobby: "Why well met my good sir! Quite an automobile you have!"
Roger: "Why thank you my good man, would you care to partake of a race at the municipal motorsport venue?"
Bobby: "Indeed! Post haste!"
Hoons might use the track as well, and sensible street drivers may use the track too, but will it stop hooning? Well it sure hasn't here.
Increase the driving age to 21 might help, and/or restricting novice drivers to 40kW/ton cars. Not popular obviously, don't mean it won't help.

While that would be nice for genuine people like yourself who know better than to break the law, the lack of this facility is absolutely no excuse for anyone to break the law. If someone puts themselves in a position where they are able to be punished under these harsh laws, they ought to be fully aware of the potential consequences of their actions.
It's not like its hard to avoid police attention if you do the right thing.

Interestingly enough over here in Sydney, you're likely to find that it's the western suburbs of Sydney, you know, where Eastern Creek raceway is, that have the biggest problems with street racing.
I'd be willing to bank on socioeconomic and cultural background having much more to do with it than proximity to facilities.
