Do people use common sense in the wet?

It's way too easy for people to get their license. There are people out there (mainly one gender), who struggle to explain the difference between Drive and 4th/3rd/2nd Gear Lock on the Auto's.
And there are those who just plain panic in the wet. To the point where its them as the only ones on the road.

Last week in Melbourne, when it sh*t down 2012-style, was driving on the road, and there was one car, stopped on the road, not on the emergency lane, but just on the road, no lights no hazards, had to overtake. 400 metres down the road. Same story.
And the kicker. Woman in a Fairlane, to avoid a massive puddle at the bottom of the hill, decides to go around the puddle, and through the car in front of me, no indicators or nothing.
Lucky they were only doin 40 and no-one was hurt, but still, it amazes me how stupid people are on the road.
