[VIC] Setting up Recreational Reg

I'm wanting to set my bike up for rec. reg, but don't really know what's involved

I know u need; headlight, taillight, horn and mirror. But what else is needed? and what are the inspectors like when it comes to the bike, do they worry about oil n shit? cause it's a 2-stroke...

And what are the fee's, judging by the vic roads site, there's about 6 different fee's from the appointment to the plates to the actual rego, looks like it could all ad up to afair bit
