I dare say this has been the case for a very long period, only now are the government coming clean; it wont change a thing because the sheeple have been brainwashed into believing traveling 3% faster on roads capable of much higher speeds kills people...

Speeding doesn't kill people, ####wits who don't know what they are doing kill people!
