Well you must be very lenient. In my book - anybody who steals is not a person I want to be around. Further to that, why should I bother respecting anybody who disrespects themselves enough to habitually abuse substances which are known to have dire consequences? Not sure it should be a state mandated punishment but if you deal with that stuff it's a very real probability. Just like base jumping or any number of things - death and/or serious injury is a risk if you want to take part.
