Many people in the NT have been screaming for statehood ever since self government came in (1978 from memory). The NT is not a state. The argument amongst the nays is that if the NT became a state, it would lose substantial funding and does not have sufficient population or income to support becoming a state in its own right. Of course, if they had full state control of their mineral resources, that may have an effect.
I cant speak for certain in the case of the ACT but I am reasonably sure they fall under the same category. They are self governing, but funded as a Territory as they do not have statehood. In fact, in my view, its even less likely that the ACT could attain statehood. They have little or no industry or agriculture to support themselves, and the same issues with lack of population.
Both may be 'considered' states by their general populace, but there are major administrative and financial differences between a state and a territory. Territories attract substantial federal funding to help balance the books.
