Finding a lonely 20 on the street is just a bit of good luck. If no one is around looking for it then there's little chance you will ever find the looser, and a good chance the person won't even realise they lost it so won't be looking for it. It's yours now. Sure, if it's a wallet hand it in. If it's a grand in an envelope hand it in ( to the cops not the carpark ) but just a twenty it's yours.
If it was a kid's pocket money well it will sure teach him to be more carefull so probably a lesson worth a lot more than $20 to him in the long run.
If your that worried about the $20. You should have just left it on the ground and walked away.

If its a piece of plastic on the ground and no-one is laying claim to it, its litter. Pick it up and dispose of it thoughtfully.
