Some local news channel there asked him about it and he confirmed that it is him beating her, and that in his mind he did nothing wrong. "It's not as bad as it looks on tape." He says it was for her taking her mother's car without permission.
His now-ex wife has posted on her facebook page saying that his physical and emotional abuse was the reason she divorced him, and it was typical of him.

I agree with you. I used to smack my kids fingers when they touched things that were dangerous or that they could break. Once I realised it was no deterrence I stopped. It was either hit them harder and hurt them or try something else. Hitting anyone to cause pain or injury is assault. And it is generally done when the person who is doing it is angry and maybe even out of control themselves. Therefore it is no different from punching and adult when they annoy to you or do something you think is wrong. Well a bit different because the child is your child and if you are like me the most important person in your life. Beating the shit out of your child has been justified by those who do it for any number of reasons, “never did me any harm” but that is just how those in positions of unassailable power abuse it in any manner of ways.

If my old man did that to me - Hell, I've been spanked with a belt before but nothing to that extent - I'd go straight to the police and have him locked up, then again her parents probably beat her before, during, and after they told her not to tell anyone.

It's called the statute of limitation. It means that you cannot be charged with certain crimes if a particular amount of time has elapsed between the crime occuring and the charges being laid. I believe there are restrictions such as, the statute does not apply in a case where the offender is only identified after X number of years, or for particularly violent crimes like murder. In this case the victim could identify her attacked, but took something like 7? years to bring it to public attention.
