i was wondering the same thing!!!!!
For some reason you have to pay for the klm you do up front.Missus is Kiwi and she wasnt 100% sure when i asked her.
my guess is its like rego but you nominate how much you are going to travel in a cirtain period.

Im in NZ and Desiel's have to pay for there miles. and you still need reg and wof
Diesel at the pump is about 40% cheaper than petrol($1.45 for a litre of 95 octane & about 90 cents for diesel),the government then make diesel owners pay a road user charge,so you might buy 5000km's or 10,000 km's e.t.c. So if say your odometer reads 50,000 k's, you might buy 10,000 k's so this allows you to to drive until 60,000 then you have to buy more k's.There are heavy fines if you go over your K's and get caught,and extremely heavy fines if they (the cop's) find or even think that your odometer has been tampered with.The larger trucks have the sealed hubodometers so there's less chance of these being 'got at'.
When it was introduced,the majority of diesel vehicles on the road at that time were large trucks.Most of our freight is road shipped as opposed to rail (government buggered that up too!!) Large numbers of heavy trucks do more damage to our pityful,crappy road surfaces so the charge was introduced to help pay for roading upkeep.The government take a large percentage of tax from our gas,some of which is used for roading so this was a way to make diesel owners pay the same amount as petrol vehicles.When you work it out diesel owners are actually paying a fraction more per kilometre than petrol owners even though it looks cheaper at the pump!
Oh o.k thats explained it sounds like a funny system but i guess its what the government worked out
