Is it illegal to drive around without the back seat/parcel shelf in place???

My mate drove around with no back seat due to passenger restrictions, he never got fined to my knowledge. He removed the seat belt catch first but no one cared about there seat belt and he kept taking people. So this resolved the issue.

you can get done if the seat is sitting in there and not fitted correctly, your better off taking it right out
my roadworthy mechanic always told me if it isnt there they cant book you for it unless it is a safety thing. Therefor anything structual things must stay plus headlights etc but anything that
isnt needed doesnt have to be there.
He always told me to take rusty tailgates of utes and any torn carpets etc.
