something doesn't sound right about free land, my old girl rang me before and told me that their giving away free land in victoria, does anyone know something about this, like if you sell do you have to pay the council, if you build a house can you rent it out etc etc..or how do you get this 'free land'?

So it isn't free land after all. Like a residual payment on a car lease.
yeah the council recover a percentage of the sale amount when it is sold. if you never sell you never pay. You just have to pay to build the house. Good idea, so long as people are sensible enough to realise that when you sell you wont make as much as you should in capital and budget for this.
It should be seen as another option, not necessarily as an easy way to get something.
edit:
they were also giving away land in rural places (vic and nsw i think) on certain conditions, eg that you had to build on within 12 months and live there for X amount of time. An attempt to cause a little growth to rural communities. Good idea if you want a "tree change".
