Considering that nice colour of your car, make sure they do a good job. Even if it costs a little extra.

Yeah, though the scratchs is pretty bad, like deep, cause if you have a closer look you can see that some off the blak plastics rough, thats why i was thinking to just get a new bumper and be done with it, though dont get me wrong i get where your coming from in saving me $500+.....

How would you go by fixing it, ive got 4 quotes from panel beaters etc, and they have all said $450 - $500 to repair ??? (mainly because the rear bar bumper needs to be taken off and then painted etc and then put back on)

take the bumper off yourself its not that hard, get a air sander and 80 grit paper, sand it until edges are smooth get some 180 then 320 and go other the repair until theres no furry bits, then just get it in primer or take it to someone to get it finished off

I totally agree with the above. I also want to add the first step is to buff out as much of the mess as possible. Second step is to get some matching touch up paint an fill the scratches as best as possible. As said use a toothpick or a superfine art brush. The brush that comes with touch up paint is usually pretty dodgy. It may take you 3 or 4 goes to fill in the scratches level with the existing paint. Next step is 1500 or 2000 grit wet and dry paper and sand back level with existing paint. Soak paper overnight in a bucket of water for best result. Next step is buff out the sanding scratches to bring back the shine. This will probably require a machine buffer. Removing 1500grit scratches by hand is almost impossible. A pro detailer may charge $20 for a spot buff. Finally you could tape off the small area and add a layer of clear coat then sand with 2000grit paper and another final buff. No one would be able to tell. Might cost around $60 all up to do it yourself. If you supply the touch up paint some professional detailers will do it all for you for maybe $100. Don't ask a panel beater to do it. They'll either refuse or stuff it up completely so you'll have to replace it.
Car theives should be treated just like horse theives and cattle rustlers in the days of the wild west... Hang them!

yeah thats right it has to come off and be sanded with an orbital sander with 320 paper then primed, baked, rubbed then a bit of color put over the primer then cleared so thats why its going to cost that.
what i meant was that you dont have to buy a new bar simply because its only a scratch in the paint, the bar isnt deformed beyond repair
