Think that sums it up there. If they were charged i think it would have put more embarassment on the planners of the APEC security because it comes across as theyve punished them, for showing them up.

However with that being said, if Osama Bin Laden actually did step out of that motorcade, i dont think he would have been let go on the grounds that he shouldnt be punished for other peoples poor planning.
