Libertarians criticize law that bans annoying people during Pope's Australia visit
SYDNEY, Australia: Australians have been warned: Annoying the crowds gathered to see the pope during his visit later this month is against the law.
Violators can face a fine of 5,500 Australian dollars (US$5,300) under the new regulations, which critics are calling a heavy-handed blow to free speech.
The laws will apply in dozens of areas of downtown Sydney — including the city's landmark opera house, train stations and city parks — that are designated venues for the World Youth Day festival, a six-day Catholic evangelical event at which the pontiff will conduct mass and lead prayer meetings.
The regulations give police and emergency services workers power to order anyone to stop behavior that "causes annoyance or inconvenience to participants in a World Youth Day event," according to a New South Wales state government gazette. Anyone who does not comply faces a stiff fine.
Police Commissioner Andrew Scipione said the powers were similar to those that police already have at big sports events, but were being extended to World Youth Day sites to boost security among the large crowds expected.
"These are powers to stop people taking things in ... like a paint bomb, all of those sort of things that ... certainly you couldn't take to the football on Saturday," Scipione said.
Anna Katzman, the president of the New South Wales Bar Association, which represents almost 3,000 lawyers in the state, said making someone's inconvenience the basis of a criminal offense was "unnecessary and repugnant."
"If I was to wear a T-shirt proclaiming that 'World Youth Day is a waste of public money' and refuse to remove it when an officer ... asks me to, I would commit a criminal offense," Katzman said. "How ridiculous is that?"
A coalition of gay rights, student and atheist groups that is planning a July 19 march during the festival to protest what it calls the pope's homophobic and antiquated ideas said Tuesday it would not change its plans because of the new regulations.
"We are not anti-religion," NoToPope Coalition spokeswoman Rachel Evans said. "We expect the police will allow us to distribute condoms to the young pilgrims and talk with them about human rights issues."
Lee Rhiannon, a state lawmaker with the left-leaning Greens party, said the definition of what was annoying was open to interpretation and the penalties in the new regulations were too severe.
Police commissioner Scipione's deputy, Dave Owens, said officers would act reasonably when deciding what is offensive, including clothing.
"Police officers do it every day of the week," Owens told Australian Broadcasting Corp. radio. "We're not the fashion police, we're not killjoys."
State Premier Morris Iemma, whose government is paying part of the costs of World Youth Day, said the new regulations would not be used to put down dissent.
"People have the right to protest; they can do so ... peacefully and lawfully," Iemma said.
Almost 200,000 pilgrims have registered to take part in the July 15-20 World Youth Day festival, and organizers say more are expected before the event starts.
The pope will arrive July 12 and spend more than a week in Sydney, first taking a break and then leading a series of prayer gatherings and meetings with Prime Minister Kevin Rudd and other officials at a cathedral and other venues downtown. He will also take a boat trip on Sydney Harbor.
The event will be capped by a papal mass at a racetrack in the city on July 20.
Parts of Sydney will be shut down for World Youth Day events, including a re-enactment of the 12 stations of the cross in various parts of the city, a walking pilgrimage by tens of thousands of participants across the Sydney Harbor Bridge and a papal motorcade through the city.
World Youth Day spokesman Father Mark Podesta said the church had not sought the increased powers for police during the event.

Just going to a rally or a protest to cause fights or start problems then you are a tool but go with the intent to show your fight for gays or abortions or anyting else they dont agree with and you should be allowed, you dont need to shove your opinion down peoples throats but you have just as much right to say your opinion as they have to worship and each should not be condemned for what they believe, I would be too scared to pick my nose there, I might get arrested!!

Ok just to clarify I am catholic, but I do take everything with a grain of salt, I don't take the entire bible word for word, but make up my own mind about what is wrong and what is right. That's me personally.
But seriously, this is beyond a joke. Since when did "annoying" someone become a crime? If the police are that worried about protesters or people annoying them, why don't they employ security or section off public areas. As Cordelia said, we have a right to worship but we also have a right to protest.
People just have to accept we are all different and one persons beliefs/values/opinions may not be the same as the others, and you have to respect that. Respect and tolerance is needed on both sides.

No one says you can't but you have to respect other peoples opinions. And if they don't respect the opinions of protesters then they lose one of the fundamentals of being a catholic.
I have a feeling that the protests will get out of hand for that reason, because there won't be respect by worshippers and the protesters will get "annoyed".

I know and that's exactly my point. Respect and Tolerance for other people's beliefs/values is something I believe in. But a lot of people don't. What's ironin is catholics over time have forgotten about respect and tolerance which is something that is prevalent in the bible. Some believe what the bible says so much they forget what christianity is based on, and just take the word lietrally. Its not based on forcing religion down people's throats, but being a good person.

I don't want to get into the whole religion thing but my wife told me yesterday she saw a report on the news saying that you can be arrested, detained and strip searched without question. But get this. It doesn't have to be a police officer who does it. Apparently they've given powers to SES workers to detain and strip search people without question also! Can anyone else confirm this? If it is true then whats to stop a couple of dirty old perves in orange overalls grabbing a good looking girl (or guy if that is their preference) taking them away and strip 'em. Pretty frightening really.

Don't get me wrong, I feel the same way (I think), but I was under the distinct impression that you also did. Or have I mixed up your pro gay stance with an anti bigot stance?
Because atheists have reasoning based on empirical and observable facts, rather than just "chinese whispers" masqueraded as faith.
I should have as much right to tell you why your beliefs are unwarranted as you have of telling me the same. Oh wait, religious people are subject to different rules where they can't be pulled up on matters and justify any inconsistency with "faith".
I would love to see any other organisation try to force views down the publics throat and proseletyse the same way so many religious groups do. Or if Jewish people tried to convert people like the Joho's do. Imagine the outrage.
