Did they all start playing up at once or have you only just acquired the car? I would start by replacing one bulb. If that fixes it you know they just need replacing. If it doesnt fix it, you can start looking for wiring faults.

muggo05, are you sure someone hasnt fitted an aftermarket system? Has the car always done this? cxcxcxvcvcvc, if the new key head doesnt fix it, it could be the key reader. The metal ring on the ignition barrel may just need to be bent out a little to make contact with the metal tab on the key.

See I half suspect the brass pipes get hot anyway. My heater tap is brand new genuine from holden + the pipes going to and from the heater tap. The valve works - opens and closes the heater tap, but the brass hoses are still hot.
