I would say fuel pump is shagged or filters blocked. Sounds very similar to a mates car when the pump went

Relays are just switching contacts. Can easily be bypassed with some wire/paper clip/ foil. By removing the relay your just pointing out which one needs to be bridged out.

The chances of voltage surge at start up are pretty much nill. And having headlights on would actually absorb the voltage surge if it did happen rather than control modules having to deal with all of it

Do you have a button with a snowflake on it?.. most opels/vauxhalls have this snowflake button which is for driving on snow. Apparently lowers torque, starts off in second gear, changes shift point and convertor lock. might have something to do with it
