No it is not possible.

If you want to download all your attachments, just follow the view attachments link in your usercp.

thats not entirly accurate... its just not possible for him as a user to do it...

Nor as moderators to do it by user. Almost sure it is also not possible with JC's setup for admins to do it by user.
