Hey guys is it possible to post a thread asking members if they need an item / discussing one that i intend to sell without having to post it in the Trading section of the site? (reasons being im unable currently) and i dont want to infringe any rules

no, you cant post a thread anywhere to sell anything until you have the requirements to use the trading post section. and another note, dont go trying to sell it in your signature.
