Front bumper scrape on VE

Managed to scrape the front bumper/skirt on my VE Holden sedan this morning, just in front of the passenger side wheel. (Photo attached)

Would this have to go to a panel beater for repair or would those on-site repairers be able to do it?

Any rough estimate on cost?

on-site repairs could do it for maybe 2-300, a panelbeater would charge 4-600
