Burnout damage, Just need a kick start.

Hey guys, i was just after some help on some damage to VT rear quarters.

My brother in-law had put a retread on and set out to pop some tires, the glue heated and you can tell where this is going....

Here is the damage, there is tiny fine wire scratches and chips to bare metal on his rear quarters that are starting to gather surface rust. I've not done this for many years i was wondering if anyone could give me a quick step by step. Eg; primers, wet-drys and paint coats to bring it up to at least acceptable. Paint code is no problem. Or even a quick-link.
