In WA its legal to have a Pod filter but must be secured. It can be open to.

Yup, totally agree with this one. i have a K&N in my VN.

When i was pulled over for an "inspection" the cops said it was fine as it was because it was secured properly and not flopping around under there.

So in WA they are legal as long as fully secured.

what state are you in?.
in qld and vic it MUST be secured properly and enclosed in a box of some description.

[QLD] don't need to be enclosed, but they must be secured in a fashion similar to factory
that's direct from an engineering signatory

but IMO not enclosing them is useless, like everyone said, they suck up hot air
