Rule of thumb, a restriction/resistance will slow the motor down,
so then it will try to keep the same speed up,
it would load the motor up due to air flow restriction,
and draw more current to move the existing flow of air.

In a nut shell, I would say, yes it will.

No it's the exact opposite.

What Chrisp wrote is entirely correct.

Get your vaccum at home, put your hand over it, not your cock in it, unless that's how you like to play.
What does the motor do? It will increase in RPM, this is because it is not moving any air, electric motors will speed up with no load and draw less power.

Just like a car engine in neutral, you give it any throttle as it has no load it will rev up to the limiter.

An initial current increase, but the load drops off when the fan blades start to 'stall'...

At least someone understands what I was explaining,
And when its stalls, that's when the motor will burn out, or blow a fuse due to high current.
