Commodore VT won't start

Me and my dad have a Commodore VT as a project car and it will turn over but the security system (we think) prevents it. We have replaced the BCM as it was fried and the ECM is in perfect condition we have also gotten a new key tried to program it to the car but it will not work. Please give us a hand if any information please reply

you will need the "new" BCM security number
link the "new" BCM to ecu
then program keyfob
or maybe have to program fob before linking
