Engine oil sump plug

any suggestions on what I should do when the engine sump plug not has been stripped due to some peanut applying Loctite

If said peanut has infact used loctite, you may need to use a LITTLE bit of heat to break the bond.

So you've taken it out and confirmed that there is Loctite on there and it wasnt just tight and you've used the incorrect tool to remove it?

If so. To answer your question. What you should do is buy a new plug and always use the correct tool in future.
