flash animation avatars??

does any body know what program u need to make an animation for your avatar picture? eg. like when u have your cars headlights turn on and off in the picture, it just repeats it over and over like its being turned on and off.

the animated avatars are gif's, flash can export to gif, you can also use paint shop pro animator, or adobe imageready, there's a fair few freeware ones too.
