ute seatback won't tip fowards

The drivers seat in my 2007 VE ute has jammed, pull the lever on the side of the seatback to tip the seatback forwards, It's jammed / broken /stuck.

There is tension on the lever as I pull on it, but something isn't releasing.

Anyone had this problem or know what to do, take the seat out maybe.
