Vx no power

Hi all, have a 2001 vx commodore, have had it parked up with a dead battery for over a year trying to get cash together to fix her and get road legal, have put a new battery in and there is no power anywhere apart from the starter motor with the lead running under the motor having 13v at the supply stud, battery terminals are tight and correct installation with the 2 negative leads and 3 positive leads, all fusable links test ok with multi meter, that it has negative voltage off the battery to all fuses and fusable links. Been tracing wiring for the last 4 hours and can’t find anything suspicious and I’m getting frustrated, tested battery with meter to ensure correct polarity, no blown fuses and no power to anything at all, no lights, accessories or horn

i am getting very concerned with people getting 13v testing batteries
i dont know if shops are overcharging batteries or what is going on

No it doesn’t, no lights or anything works, freshly charged battery reading 13.00v across terminals and at starter lead

put meter on battery and have friend attempt to crank
what voltage do you see

measure engine block neg to battery pos and attempt to crank
measure large positive stud on alternator to block neg and attempt to crank
going to mow lawns, back in 2 hours
