If you want to do some real cheap mods and get to know the car and working on it I would suggest:
Removing bell mouth, cold air intake, hi flow air filter, colder thermostat, free flow exhaust.
If you've got a few bucks to spend then the next level would be:
Memcal/custom tune, high ratio roller rockers, extractors, 70mm throttle body, cam, heads.
If you want to go all out:
Stroker kit, turbo, M62 supercharger etc etc.

how much would it cost for a 65mm vr v8 throttle body?
would it be noticeable to the cops?

MACE and a few other companies do larger TB's too, the MACE one is 70mm and $220 BORED OUT AND POLISHED 70MM THROTTLE BODY! For Holden VN-VT - Mace Engineering Group. No on an exchange basis; but some companies may only do it on exchange. Steve from MACE is really helpful btw. But with the TB just remember that you may want to bore/polish the intake manifold to make it worthwhile, but I'm not 100% sure. I've also heard about some people having issues with auto trans shift points after switching the throttle body. Also, imo it's not worth removing the bell-mouth, but there's lots of info here to help you decide for yourself. I agree with the CAI, exhaust (mainly catback) and thermostat ideas. And I wouldn't worry about the Police finding your TB lol. Other mods you should really do are suspension and brakes, maybe diff gears too. Have a look at mine and somguy's my ride threads for some ideas
