Question Help to Depressurise The Fuel System

Hi guys i need help asap.

I have a 91 model Vp and we have the workshop manual for Toyota Lexcen and Commodore Vn from 88-91 models. We did what they said in there to try to drpressurise the fuel system, such as removed the fuel pump fuse- no engine warning lamp on the dash and the car would not start.
So replaced the fuse and the car starts as per normal.
We then removed the Fuel Pump Relay and the car still refuses to stall/stop, the fuel line was still pulsing.

So please could you please help with any advise to depressurise the fuel so we can change the Fuel Filter.
    TIA.
