    Hows the TPS working?
How is your TB setup? Do you have one with the TPS mechanically linked with the second?

If you can, pull the intake track off the TB's and start it, then put it in gear and see if one TB is open further then the other. Or could it be a that both TB's are open just slightly too much? thus moving enough air to be the equivalent of one TB being partially open (as if you have your foot on the throttle).

Easy way to check that, is to totally disconnect the cable and see what happens.

make sure one IAC valve hole is blocked solid and block all other pipes.fit the tps on the TB that will open first if you have any slack between the TB's it can stop the tps registering as fast and closeing properly.then just turn the throttle stop screws on each TB so they close more to allow for the extra air
