I got quoted approximately $4000 to have my block decked, honed, and bored.
    Heads flowed and ported majorly.
    ACL race rebuild kit.
    Major cam in it.

And then I have to go and put it all back together myself.

i dont understand what it is your trying to find out man...you ask how much it is for a "race built v6" (what ever it is you mean by that)...but you already have a quote from a friend for $3.5k...
i dont know what it is you want to do in the 'build, but ill tell you straight up that for a good rebuild with decent parts and machine work it would cost more than $3.5k just for parts...and i dont see why this friend of your brothers would rip himself off.

acl race series higher compression rebuild kit is around 800-900
    new reground cam is 650
flowing the heads and shaving the head face alone is around 500
    new valves and springs 300
    rocker arms 550
bearing kit between 100 and 500 depending on quality
hone and bore again 200-1000 depending on quality
thens there all the annoying shit like spark plugs, injectors, lubes, assembly, disassembly, intake manifold, throttle body, etc.

    3500 is very cheap.

    I got quoted by a shop $4000

Deck block, hone it, and bored 40 thou.
    Flowed and ported heads
    New Cam
All the valve spring bits and pieces etc.
And then I have to put it all together.
I then need to source a new throttle body. Intake manifold will be altered around.

When I build it, I'm also going to be full blueprinting and balancign the engine.
Injectors/plugs I also have to buy on top of that price.
