give it a tap? or take it off and wire it to your battery to see if it pops out when it starts to turn
The solenoid is probably gone.

the solenoid pushes the gear forward to engage it. you should test it off the car by clipping a jumper lead to;
1. positive+ to the copper bolt on the back
2. negative to the body of the starter
3. get a screw driver and join the blade terminal on the back of the solenoid to the point 1.
that will tell you if its all good. but generally if there is the spinning noise (motor)and no clicking (solenoid) or vice-versa, she is stuffed and you need to get some cash back for it.
BUT! if it is spinning and clicking and just not engaging on the flywheel correctly, you may need to shim it by getting some really thin metal and putting it under one of the mounting bolts between the motor and block.
