what is this? (something to do with heater?)

okay due to finding a water leak i pulled the plastic and seal off the top here as shown in picture so i could clean it out and look for water marks.. anyway what is this in the pic because it is cracked and broken in between the green lines.. the part is also un mounted in the picture..



also after putting my dash back in i turned on my head lights and there was a spark at the switch and it also blew the fuse witch supply's the dash lights and cigarette light ect, is it a common thing to do this? i just wanted to know before i start getting out the multimeter and checking it...

fan speed resistor

okay.. where the actual fan speed control is there is 2 sets of these wires. but the ones i pulled off looked cleaner.. did the VH;s have a problem with these and relocated them? because my fan speed still works.
