In NSW maximum wheel size is layed out in VSI09. Basically there are two different categorys of alternative wheel that can be fitted to a car. The first category comes under minor modifications. These changes don't require certification by an engineering signatory. Under this category you can fit a wheel and tyre combination that is no more than 15mm greater in diametre than the largest wheel and tyre combination offered by the manufacturer for the specific model of vehicle. The rim width can be no more than 26mm wider that the largest wheel offered by the manufacturer.
The next catagory requires certification of an engineering signatory. Under this catagory for vehicles over 1200kg you can fit rims up to 51mm wider. in both catagories the wheel track cannot be increased by more than 25mm.
The largest wheel and tyre combination fitted to the VH Commodore was a 15x6JJ rims fitted with 205/60R15 tyres so the widest rims that can be fitted without certification are 7 inch wide fitted with tyres of a diametre no greater than 642mm. With certification you can use 8inch rims fitted with tyres of a diametre that will physically fit and an engineer is willing to sign off on.
I'm not sure about other states but I believe most are similar. I'm not sure what the physical limits are but I am planning to fit VZ SS wheel s to my VH in the not too distant future.
