weber flat spot

i have a weber 34 adm fitted to the vh, same one that was fitted to the vc. in the time it has sat around waiting to be used again, it has developed a massive flatspot when the secondary throat is opened.

i cleaned the accelerator pump on the primary, but it made no difference..

i cant see a mechanical pump for the secondary. is there one?
if so where?

there is another diaphram just below the fuel inlet, but this has a vacuum line coming out of it. could this be it, and i've just hooked it up wrong?
i'm a bit lax to pull the thing apart for the sake of it, would much rather just go strait to the issue.
