VH Project Questions

Hi guys, i picked up a vh that i am going to slowly fix up, i will post a build thread soon. Now i pulled apart all the interior and found that the parcel shelf has been cut a bit to fit 6x9's in. I know this isn't road worthy but what i want to know is how can i fix it? It has just been cut a feathered down. Also there is a fair bit of rust in the wheel well, would the easiest way to fix it be to cut it out and weld in a new bit a steel?

I have another question so i thought i'd reply in this rather than starting a new thread lol. I'm looking at putting in an injected 5L and T700 trans and was just wondering how much more work is involved in putting an electronic kickdown transmission in rather than a cable kickdown.
