i've had 18" by 7" on my ss, my right front guard is a replacement and isn't rolled like the other arches. No scrubbing.
Rim's were XHP Sabres with a deep dish.
1" lowered all round (if that matters)

Im thinking of front brake upgrade & need 15" thought I would go alittle wider, will also lower 1" have heard its not good to go to low.
2" is usually the most you'll want to lower the car without having major issues.
Previous early commodores i've played with i've gone to 2" with no issues but I also put effort into the entire suspension setup.
Always use K-mac adjustable strut tops to be able to correct your camber more closely (11 years with square edge tyres and not one tyre has ever scrubbed out on the inside edge)
Adjustable panhard bar (bring your diff back inline after lowering, when you lower the car and leave the standard panhard bar in place the diff moves across)
Be selective with use of nolathane bushes (whiteline has a web page with helpful info on that)
Another member on here seems to be the man to talk to about brake upgrades, i'm guessing if you only need 15" to clear brakes that you're upgrading to VL turbo/vn v8 calipers and rotors.
I've had 15" by 8" on a vh before and found with 15's going wider makes the power steering rack and pump work hard so you're either better off going larger diameter rim or definately putting in a power steering cooler (same as a tranny cooler but plumbed into the return line off the power steering)
15s you shouldnt have any problems but the lower you go your ass end will shift over like drew said adjustable panard bar will fix that...the trick also with wheels is the offset...my sle has had 15s 16s 17s and 18s and its lowered but because ive got 17s on it now i bumped up the rear end a bit because it was bottoming out on the rear inner guards over bumps because ive also got a LPG tank...... for ride comfort i prefer no more than 17s and i personally think any more than 18s on the old girls they look like wagon wheels....im tossing up whether to go back to 15s and putting on some convo pros...(money permitting)

Simmons 15"x8" will fit, my car is lowered about 11/2" and running VT brakes. No scrubbing but as said if you lower it you will need an adjustable panhard rod.
Honestly the best all round wheel size for an early commodore is 16x7 with 225/50/16 rubber good mix of lower profile without going too thin, good width without over rubbering the car and you can fit most big brake upgrades in them.
I have simmons OM-16s (7" wide) on my VK and they have been great.
If your looking at simmons16" at around $500 a set for rims needing work, normally costing about $250 a wheel for a new outer rim and rolling the inner rim and rebuilding them. $1,000up for good rims.
