VH heater woes

Hi there. Iv just redone my heater core and taken the a/c evaporator out and blew the shit out of it. Iv put it all back in and my heater is really hot wen it blows at ur feet or windscreen, but the face is barely warm. Iv tried just the face without windscreen or feet and same. So I bought brand new heater hoses, radiator cap, thermostat, radiator hoses and it's still barely warm at face and real hot at feet and windscreen. There is no leaks anywhr. Is this normal or is there something wrong.

unfortunately it's the standard crap VH ventilation system
it is only designed to direct hot air to floor and windscreen
