I'd take a stab in the dark that you would because it wasn't a option on your VH.

yea i know in QLD you will need one and you need to change the engine number with the DOT to match the car

This has been covered many times before,
    YES YOU DO

    Normally you need
    Brake upgrade if from 6cyl
    Cats
    Unleaded filler neck
Exhaust under 93db (I think thats the magic number what ever is required for the VS)

its all a big scam personaly,
ive been running my conversion for about 8-10mths now, never had a drama with queensland transport...just gave them my new engnumber, nor any dramas with getting an rwc. had a couple of cops pull me up to try and defect it but i got nothin except a "nice job" .
anyone wana confirm why u really need one??

basically the code of practice (in Qld) states, that if the engine was available as an option for that model car, then it doesn't need a mod plate
So technically, if you have an EFI 5L in a pre VN, then you need a mod plate. However, if you simply fit EFI heads and manifold to a pre VN engine, then you don't.

However in reality, usually it won't be a problem. Most police or DOT officers realise it's the same basic engine as a carbed 304/308. But if push comes to shove..... yes you do need a LA1 mod plate in Qld for an VN-VT engine swap into a pre-VN.

But back to the OP, Victoria could have a very different set of rules, so check with your local RTA (or whatever they call them in Vic)
