Vh sle two tone

Just a question regarding the two tone sle's. In production would these of been painted full one colour first eg. Blue then the silver for the bottom half over the top?

Factory ones i think silver first then the blue.

I'm confused as I've started stripping the interior and found the silver everywhere, under carpet, under door seal trims. I've uploaded a pic to show the extent.

Here's the but...,
When I start to sand the silver I see the blue coming through.
