Bad earth(earth is bolted near the top of radiator-black wires) or failing flash relay(Fuse box)

It could also be the flasher can on the way out.

Flasher can is the thing you can hear "clicking" when you indicate (tick tick tick tick tick tick) It is under the dash on most models of car you will have to lay on the drivers side floor and reach behind the dash and feel around for it, it is small and cylinder shaped.

fuse wont restrict current flow, unless its too small amps, in which case, it will usually blow. only thing to do wiht a fuse restricting current flow will be a bad connection in fuse holder.

as others have said, check earthing, and maybe replace the flasher can.

Low Voltage being provided from a dodgy battery/alternator....

Had the Reg die on the weekend on my VB V6 and on the way home it would flash like once every 10 seconds, was only running on about 8volts....

Having said this, your car probably shouldnt be starting if a dodgy battery or charge were to blame...

    Anyways, my 2c

    Default Wiring

I hate electricals they are painful.
My VK did this and a connentor in the boot (right side panel) cracked causing a dead short on the earth wire. Once bypassed it works fine.
