Default Need help with VK duel fuel, it's got quite a few problems

Ok, we brought a 84 VK with duel fuel black motor for $400, so hubby would stop stinkin up my car taking it fishing, plus little barstards have started breaking into cars where he goes.
First problem is the front brakes (I think) when I took off the wheels today to check what the brake pads were like I noticed how hard it was to spin the front disc on the passanger side actually it didn't spin at all I had to use both hands to move it what would be causing this? I took off the bearing cap for a quick check and there was plenty of grease and no chunky bits in it (metal filings) so I repacked them and put the cap back on, I done the same with the drivers side but it wasn't as hard to spin mind you it still took a bit of effort with one hand I also done a road brake test the other day and when slowed down quick it really jurked off to the right and when slowed down slowly it sorta went straight then then to the right a bit, (hubby tried it but said he couldn't feel anything)

    Anyway next problem.
What the hell is the yellow stuff in the middle of the pic???

    and this one,

I think it was meant to be hard but it's gone soft in the middle and has holes in it, if it is meant to be sealing a leak would it be safe to take it off and replace it? I'm just not to sure about the gas as I've never had it before.
Well thats it for now, I'll probably have more questions after I've been looking some more
    Thanks in advance

Id say its a gasket seal or some type of sealing giving up, ive seen the samething on a chicks VN once.

but i could be wrong, i'm no black motor expert just having a guess.

That thing with the terminal connected to it is your petrol cut off solenoid. The pics are hard to see because they are small. Maybe post larger pics.
That yellow gunk looks like some sort of silicon or glue that looks to be some dodgy work by a typical backyard mechanic. I see that crap all the time. Who ever did the hoses and solenoid did a pretty untidy way of doing it. It looks where that glue gunk is, that is possibly one of the manifold connectors with a vacuum hose coming off it. The connector has probably blown a hole in it and the turkeys have just plugged it with glue instead of unscrewing it and replacing it. If you removed all that gunk you would probably find the connector split or having a hole in it. Replace any broken connectors, hard hoses and poor wiring with new stuff.

As for the wheel hub, it's hard to move it without the wheel on. The pulling to the right is your wheel alignment being out.
