Did you take the auto mechanism off the carby? You have to pretension it when you put it back on or the spring won't hold the choke closed.

Are your linkages hooked up right? There should be a little weight on the choke linkage that flips it closed when you depress the accelerator pedal to the floor. Then when the engine is running, the little electric part pulls it open via a thermostat spring that is fed 12v via that wire. The weight should be stepped too so it sits at various stages of open when it is idling before it has fully warmed up.

The spring inside the switch could be shagged. Run a wire from the terminal directly to the positive on the battery and hold the throttle open with your hand for about 20 seconds with the engine off to see if it moves, if it doesn't you will need a new switch. (The black plastic thing that the wire connects to)
