Stolen Recovery Help

OK some wankers (kids) im asuming tried to steal my cousins vh from out his front driveway.......they obviously didnt know what there were doing and couldnt find all his kill switches but they did damage his steearing coloum plastic shroud bit that goes around the coloumn and key hole..........does anyone actually know what this bit is called and where you could get one? i have been told you can get anti theft ones so they cant rip them off and access your wires...........cheers
