I have a 3inch cat back with standard headers and cats am looking at getting a VCM 7 cam put in around September, will I be able to keep the standard gear or will I have to spend more money on the cats and headers???

nope you can keep the standard exhaust. However you wont benifit from the power gains of the cam and tune without a free flowing exhaust. If you decide later on to get headers and hi-flow cats you will need to have the car retuned...

How much is a re-tune and how much will the stock headers and cats reduce the impact of the cam?

The stock headers/cats are already a restriction on an untouched motor, so they'll choke a cammed motor significantly. I'd suggest investing in headers and cats before the cam.
